Dr. Wallace Breen, also known as that Ol' Black Mesa administrator, is the Earth administrator and brother of Dr. Hax. He owns a 389,367,482,347,937,237-floor mansion in City 17. and he just sucks after the Citadel Explosion.
Background[]
Wallace Breen was born into a rich family, he became involved with an arousing female, yet she dumped him, causing him great depression. After that, he started getting suicidal urges. One time, he attempted to hang himself, but failed and went into a coma. The Combine didn't knew it was a suicide attempt, so they just blamed the Humans. He ruled Earth for millions of years until he committed suicide in the Citadel explosion, with the help of Gardan Peeman and Alyx with Gordon's over 9000 gravity gun.

He's the King and does lock downs for his "minions" to do random seizure searches in people's houses.Minions got Tazers, so everyone inside really had seizures.
